I’ve created a solution in Visual Studio 2008 where I have a user control that is built with the.NET 3.5 4.0 runtime. Everything builds fine and runs on the user control without any problems.
However, when I tried to deploy it to a client machine running Windows 7 with.NET 4.0 installed, I’m getting this error:
[COMException (0x80010108): Could not load file or assembly ‘Microsoft.CSharp, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a’ or one of its dependencies. The system cannot find the file specified.]
The relevant piece of code is as follows:
RuntimeTypeHandle.CreateInstance(RuntimeType.GetTypeFromProgID(“System.Security.Permissions.PermissionSetFactory, mscorlib, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089”));

This code yields the exception above. The exact same line of code, with the “Version=3.5.0.0” parameter instead of “Version=4.0.0.0” works on our development machine and also the client machine on which it was deployed.
It seems as though the code compiling/deployment process has changed between.NET 3.5 and.NET 4.0, but the aforementioned code appears to be the same.
Is this really the case, or is there some other reason to expect this exception?

In our situation we created a custom build tool and used [assembly: AssemblyVersion(3.5.0.0)]. This
